| Welfare, Basic Security and Health The welfare, basic security and health of the inhabitants form the foundation for all other activity. The State Provincial Office creates the prerequisites for and steers and monitors the implementation of social and health care, health protection, veterinary protection and foodstuffs control in the province. The State Provincial Office works through multidisciplinary networks with service providers and users and with organisations. The inhabitants are entitled to high-quality welfare services regardless of where they live, whether they need special nursing care, services for the elderly or day-care for children. The State Provincial Office grants the licences for the providers of private social and health care services and ensures that both public and private services in social and health care comply with legislation. It also grants licences to serve alcoholic beverages and monitors the sale of alcohol in restaurants and retail outlets. In the field of environmental health care, the State Provincial Office has the task of protecting the citizens from environmental hazards. The aim is to ensure a good quality of drinking water, a healthy living and working environment, safe foodstuffs and consumer goods, and a functioning veterinary care. The Social and Health Care Department also co-ordinates extensive EU projects in its own field throughout the country. The Department’s tasks:
