Expert in education and culture

Centre for Economic Development, Transport and the Environment promotes access by the population of its area to a variety of basic education and culture services. The objective is to improve the educational attainment of the population and to harmonize the needs of the business sector with the supply of vocational education.

Centre for Economic Development, Transport and the Environment supports workshop activities and internationalization for young people and the improvement of their living conditions and tires to prevent the social exclusion of young people. It also assists after-school activities for schoolchildren.

Centre for Economic Development, Transport and the Environment supports the growth of children and adolescents, the welfare of the population and the operating prerequisites for recreation beneficial to health. Furthermore, it directs and assists in the construction of recreation facilities.

Centre for Economic Development, Transport and the Environment assesses the availability and quality of library services and information services. It also promotes the use of online services, supports experimental and development projects in libraries.

Centre for Economic Development, Transport and the Environment is responsible for organizing the joint application procedure for post comprehensive education, which covers vocational education institutions. It also provides educational guidance and counselling.

The Swedish-language education services promote access by the Swedish-speaking population in the area to a variety of education services.

Education services and cultural services equitably provided

Centre for Economic Development, Transport and the Environment assesses the services related to education, libraries, recreation and the improvement of living conditions for young people. The objective is for basic cultural services to be provided as equitably as possible in different part of the province.

Centre for Economic Development, Transport and the Environment studies regional education needs in cooperation with other local authorities and interest groups. It also monitors the development of the vocational education supply and the educational institution network. The State Provincial Office awards state grants under the programme to raise the educational attainment level of adults (the Noste programme) with a low lever of education. It also submits statements to the Ministry of Education about the orientation of the additional occupational training financed with stare grants.

In education services and cultural services, the expert bodies of the Centre for Economic Development, Transport and the Environment are the vocational education advisory boards and regional joint working groups, recreation councils, arts councils and Councils for Youth Affairs. Regional arts councils promote the arts as a profession and hobby in their area and support cooperation between actors in the arts and culture sector.

The duties of education services and cultural services

  • implementing the programme to raise the educational attainment of adults (the Noste programme);
  • certain subsidies for after-school activities for schoolchildren;
  • financing and supervision of EU Structural Fun projects in the Objectives 1,2 and 3 programmes and Interreg III A community initiative programmes;
  • promotion of experimental and development projects in libraries;
  • international activities of cultural and recreation services;
  • development of and subsidies for workshop activities for young people;
  • construction projects and subsidies for education services, libraries and recreation services;
  • legal protection matters concerning schoolchildren;
  • participation in the anticipating of education needs;
  • promotion of the Sàmi language and of Sàmi language teaching;
  • supplementary training for education services staff;
  • evaluation of education services;
  • joint application procedure for educational institutions.
