International Unit The State Provincial Office of Lapland is involved to the next projects through the Northern Forum and the Arctic Council
Read more: www.arctictourism.net Project is another Northern Forum - Arctic Council joint initiative, which received it's official status in Arctic Council Ministerial meeting in Inari October 2002. The project focuses on developing reindeer husbandry in an ecologically sustainable manner, further processing of reindeer by-products by education and research, developing tourism and souvenirs as supplementary industry to the reindeer husbandry. Project's goals are achieved by training participating reindeer herding regions to self-supervision of slaughterhouses, slaughtering reindeer and handling the meat, training in marketing, business management and product development. The main coordinator is the Educational Center of Sami Area. The State Provincial Office of Lapland acts as a coordinator of Arctic Council and Northern Forum issues and cooperates with Russian authorities in regional and federation level. Read more: www.ofelas.org Circumpolar Infrastructure Task Force- activity is done in cooperation with the Northern Forum and the Arctic Council. It focuses on cooperation with northern aviation experts, where for example work for improving -Arctic aviation routes between regions and nations -surface and marine transportation routes -telecommunication connections are discussed Finnish Ministry of Transport and Communications has been starting the cooperation and the State Provincial Office of Lapland has been representing Lapland in the work. The Northern Forum and the Arctic Council arranged information technology confernce in Iceland in autumn 2003. Read more... Environmental Education in the North – project assists the youth to learn about the environment and environmental pollution in the northern regions. The project has 2 phases: Youth Eco Forums and creating a ecohandbook. The Youth Eco Forum brings together youth to learn about environmental problems in different regions, and to think of actions they can take to affect them and the future of their environment. The Youth Eco Forum encourages youth to be active in their own region. The first Youth Eco Forum was held in Edmonton, Alberta, Canada, in December 2-5, 2001. As a result of it, a declaration was created and it was sent to the regional leaders within the Northern Forum member regions and the United Nations for their information. Next Youth Eco Forum is planned to be held in Hokkaido, Japan 2004. The Eco handbook describes the northern environment and environmental problems in the North. The handbook will be published in different languages, for example in English. Healthy Lifestyles- project focuses on cooperation in working against using alcohol, drugs and violence. The preparatory conference was held in Chersky, Sakha Republic, Russia in 2001. The second conference was held in Jakutsk, Sakha in June 2003. Social and Health Department of the State Provincial Office of Lapland participated in the conference. Northern Forum Academy forms a body that consists of academic experts whose task is to assist Northern Forum projects by offering them scientific, advisory and expert help and implementing projects. The emphasis of the work is in sustainable use of natural resources and using other environmentally friendly technologies and practices in projects and in practice. Senior Scientist, professor Lassi Heininen is representing Lapland in the Academy. The Secretariat is situated in Jakutsk, Sakha Republic. Arctic Council working group Emergency, Preparedness, Prevention and Response (EPPR) focuses protecting the Arctic environment from the threat or impact of activities in the Arctic that may result in an accidental release of pollutants, or other accidents caused by human action; and to promote sustainable development in the Arctic area. The Rescue Administration Department of the State Provincial Office of Lapland is involved in the work of cooperation. Arctic Monitoring and Assessment Programme (AMAP) is a working group under the Arctic Council. It produces information on the state of the Arctic environment and offers expert support for environmental decision-making. AMAP published a new report in autumn 2002, Arctic Pollution 2002 and another new report was published by the Finnish national working group in AMAP "AMAP II Lapin Ympäristön tila ja ihmisen terveys", which focuses on human health issues and the environment. Social and Health Department of the State Provincial Office of Lapland is involved in the work of AMAP on the issues related to human health and environment.
